Master Hal Lipscombe, 7th Degree Black Belt, started teaching Taekwon-Do  in Port Coquitlam, B.C. in 1985 and when promoted to 1st. Degree Black Belt in 1988 MasterLipscombe formed Pacific Rim Institute of  Taekwon-Do and started teaching through Port  Coquitlam Parks and Recreation Department. At this juncture of his career Mr. Lipscombe was under the guidance of his Instructor, Mr. John Roussel who was a 6th Degree Black Belt with the International Taekwon-Do Federation.

The School started out very small and over the years has remained  in the 40 to 50 student range by design. The philosophy of Master Lipscombe has always been “Quality” vs. “Quantity” thus the reason for small  classes.

Upon receiving his 4th Degree Black Belt on March 25, 1998 he became an International Instructor with the International Taekwon-Do Federation and trained under the mentorship of Master Andre Blake, 8th Degree Master until Master Blake’s untimely death  in  May of 2001. Since then, Mr. Lipscombe has been on his own.
Though the years Master Lipscombe has attended 11  International Instructor Seminars, 4 conducted by the late General Choi Hong Hi, (the Father of Taekwon-Do and the President of the International   Taekwon-Do Federation) with the balance of the IICs lead by the ITF Technical Committee.
Mr. Lipscombe was promoted to 5th Degree Black Belt on March 25, 2002.

Mr. Lipscombe has been a Director of the International Taekwon-Do Federation of B.C. since it’s’ inception in 1987 and has held the position of President several times, including the past 4 years.
Pacific Rim  has hosted several tournaments including the Canadian Nationals in 1996 and the Western Canadian Championships in 2000.
In January 1999 Mr. Lipscombe and his first student Mr. Corey Schellenberg, then a 3rd Degree Black Belt opened Riverside Taekwon-Do School in Port Coquitlam, which Mr. Schellenberg still heads up to this day       Riverside Taekwon-Do

Mr. Lipscombe’s philosophy continues to be to treat each member of each club as a family member and have them do the same with all members. This we believe has lead to an outstanding record of Black Belt advancement. In the years Mr. Lipscombe has being teaching he has developed over 45 Black Belts ranging from 1st Degree to 6th Degree Black Belt out of a total student based of less than 375 students. The normal success rate is 1 Black Belt per  100 students that start training.
The Pacific Rim Institute of Taekwon-Do will continue to develop true Martial Artists; ones that practice the Tenets of Taekwon-Do both inside and outside of the Dojang.
